report was present by Tim Hayes. Hays,
Chris Channell moved to accept the treasurer’s report as presented.
Guymon, Casey Stelzer seconded the motion.

2nd Half of Meeting New 2004 Officers President – Chris Channell Hays New Policy Proposals given from Garden City, Guymon and Hays Garden City
We certainly understand the importance of swimmers observing the process and function of the club, and would encourage any swimmer to attend the fall and spring meetings. However, for all practical purposes, the swimmer representatives align their vote with the adult representative, and only duplicate the adult vote. Given the multitude of activities in which young people become involved, it is becoming increasingly difficult to enroll a swimmer for these meetings and their time might be better spent on other endeavors. Of course the simmer members of the WKSC would still maintain an avenue by which to bring their thoughts and concerns to the BOD of WKSC via their swimmer representatives that are elected each year. #2 The Garden City YMCA Seahawks propose that the meet schedule for the upcoming summer season be finalized at the previous year’s fall meeting. With the ever-changing situations in team support and demands on facilities, it has become necessary for teams to reserve pool time and organize their “labor forces” well in advance. Because of this, we feel it would be beneficial to establish the meet schedule as far in advance as possible so that last minute conflicts might be avoided. This also allows for far ranging planning at the club and sponsorship level. To help facilitate this scheduling, the WKSC BOD and team representatives might consider a brief meeting in conjunction with the season ending WKCS Combined meet to field request and concerns about the next year’s schedule. We feel this advanced attempt to organize such an important item might expedite the process and hopefully eliminate any conflicts. Guymon Gator Swim Team #1 We, the Guymon Gator Swim Team, propose that an automatic timing system be used at all swim meets of the Western Kansas Swim Club. This would apply to all regular season meets as well as the Combined Meet at the end of the season. The reasons for this proposal are as follows: ACCURACY – Over the past few years, we have seen events in which the timing difference in the placing of an event, using the automatic timing system, have been as little as one one-hundredths of a second. In close races such as these, using a manual timing system has a degree of inaccuracy due to each persons reflexes being different. This could and most likely has made a difference on the outcome of placing in some events. CONSISTENCY – Using the same type of timing system at all meets will give consistency to the meets. This consistency is important as our swimmers advance to Division where an automatic timing system is always used as the primary system. SPECTATOR ENJOYMENT – Using an automatic timing system allows spectators to be involved and have more enjoyment in watching the meet. Seeing the results of an event as they happen is much more exciting than having to wait one or two hours to see the placing as it is posted on a wall. LACK OF VOLUNTEER TIMERS – There always seems to be a lack of volunteerism of people to time. Though manual timers will still be needed as a secondary system, it would not be as critical if an automatic timing system is used. When a manual timing system is used, some meets are requiring two timers per lane while others are requiring three timers per lane, Using an automatic timing system as the primary time will allow for the secondary timing system to use the least amount of volunteer timers as possible. The Guymon Gator Swim Team has one automatic timing system, which is available to rent at any of the meets attended by the Guymon Team. It is recommended that another automatic system be purchased for the use at the corresponding meet that is not attended by the Guymon Team. One team, a group of teams or the Western Kansas Swim Club could purchase another timing system to be used. Whoever purchases the automatic timing system will rent it to the hosing team to help defray the cost of maintaining the system. Hays Proposals for WKSC #1 Hays proposes that the two day combined meet be extended to a full two day swim meet. This would require that additional events be added that swimmers could actually compete in prior to the Division meets. #2 Allow 5 individual and 2 relay events per swimmer at regular season meets. #3 Change the wording of the 15-18 age group to (15-over) to open. This would allow for swimmers that choose to swim up for the added competition to do so.
Discussion Items: Janet Pucket discussed the age up rule. As WKSC we have the choice to follow Missouri Valley rule on aging up or we can adopt a policy of our own. No decision was made Janet Pucket discussed looking at the times for the combined meet before the
spring meeting. President Chris Channell would like to create a committee to look at the WKSC policies and by-laws. It was suggested that Kristi McKeller chair this committee. Missousri Valley liaison will make entries to the division meets.
